Woman facing 293 felony charges after allegedly defrauding Victoria's Secret of nearly $1 million

A Cheltenham woman is accused of orchestrating a large-scale retail theft operation that spanned multiple states and generated more than $150,000 in online sales, according to the Pennsylvania State Police.

Investigators say Tiffany R. Halley, 41, also known by several aliases including Tiffany Rae Cannon and Tiffany Ellison-Cannon, operated an eBay store called “halley_boutique” that sold heavily discounted Victoria's Secret merchandise, much of which authorities allege was stolen.

According to investigators, the eBay store completed 3,332 sales between December 2022 and February 2026, with about 60% involving Victoria’s Secret products.

Authorities estimate Halley sold the merchandise at an average discount of more than 83% off retail value, about $2.80 per item compared to an average retail price of $16.95.

In total, the operation is believed to have generated $152,760 in profit while defrauding Victoria’s Secret of more than $923,000 in retail value.

The investigation was led by the State Police Bureau of Criminal Investigation’s Organized Crime Task Force and began after a Victoria’s Secret asset protection manager noticed large quantities of new-with-tags merchandise being sold online at unusually low prices.

On May 9, 2025, the store manager identified the “halley_boutique” eBay store, which listed its location as Cheltenham, near stores experiencing high inventory losses, according to police. Suspecting the merchandise was stolen, the store manager made an undercover purchase of 200 pairs of panties for $675.

When the shipment arrived, it was traced to the 200 block of Ryers Avenue in Cheltenham and labeled under the name Tiffany Ellison-Cannon. Using RFID tracking technology embedded in the garments, investigators determined that 178 of the 200 items had been stolen from six different Victoria’s Secret stores in Maryland, New Jersey, and New York between March and May 2025.

Authorities conducted additional undercover purchases, confirming that merchandise sold through the account consistently originated from stores across Pennsylvania and beyond, including locations in Wyoming Valley, Reading, Whitehall, and Dickson City.

In total, Victoria’s Secret investigators made five purchases from the eBay store, receiving 512 items. None of the items were ever recorded as legally purchased.

Surveillance footage reviewed by investigators showed Halley visiting at least 31 Victoria’s Secret stores across six states, Pennsylvania, New Jersey, New York, Maryland, Virginia, and Connecticut, between May and October 2025.

Police say she used a consistent method: entering stores alone, filling a mesh shopping bag with merchandise, concealing it with larger clothing items, and taking it into fitting rooms before exiting without paying.

All packages sold through the eBay store listed Halley’s Cheltenham address as the return location. Investigators later conducted surveillance at the home and observed her packaging and shipping merchandise from the property.

In one instance on Oct. 28, 2025, Halley was seen placing a package into a vehicle and later dropping it off at a USPS location in Fox Chase. The shipment was later confirmed to contain stolen items from 11 different stores.

A search warrant executed on April 30, 2026, at the Ryers Avenue home led to the seizure of additional stolen merchandise, shipping materials, and items used in the operation. Among the items recovered were packaging slips linked to the eBay store, clothing used in product photos, a distinctive crocheted hat seen in surveillance footage, and a magnet believed to be used to remove security tags.

RFID scans confirmed the seized merchandise had been stolen between June 2025 and April 2026, with a retail value of approximately $3,385.

Cell phone data analysis also showed Halley traveled to at least nine Pennsylvania Victoria’s Secret locations, including stores in Willow Grove, King of Prussia, and Philadelphia, a combined 97 times over a one-year period, with additional visits documented in several other states.

The investigation remains ongoing.
