Hatboro resident arrested after alleged hit-and-run incident, according to police

A suspected drunk driver was taken into custody following a hit-and-run incident that began near a busy intersection and ended with a traffic stop in Upper Moreland, according to police.

Andres Maquin Caal, 23, of Hatboro, is facing a felony charge stemming from the incident.

On April 21, officers were dispatched to a reported hit-and-run near the intersection of County Line Road and Warminster Road. Authorities said the striking vehicle, described as a black sedan, was seen fleeing southbound on Warminster Road.

While one officer remained with the victims, another responding officer located a black Honda Civic matching the description near Warminster Road and Colonial Drive. The vehicle was reportedly stopped perpendicular in the roadway, briefly blocking traffic as the driver attempted to pull into a residential driveway.

Police said Caal exited the vehicle after pulling into the driveway and was detained with assistance from an Upper Moreland Police Department officer.

Officers reported detecting a strong odor of alcohol coming from both the driver and inside the vehicle. Two empty beer bottles were allegedly found concealed within reach of the driver. Due to a language barrier, a Spanish-speaking officer was called to assist with communication during the investigation.

According to police, the driver showed multiple signs of impairment during field sobriety testing, including difficulty maintaining balance and failing to follow instructions. He also allegedly admitted to drinking prior to the incident. Authorities said he later refused additional testing, including a blood draw.

Investigators say the victim identified both the vehicle and driver, reporting that the initial crash occurred near County Line Road and York Road before the suspect fled. The victim also told police they followed the vehicle and observed it swerving between lanes.

Further investigation revealed additional violations. Police determined the vehicle was not properly registered, with the displayed license plate not matching the vehicle’s VIN. Authorities also confirmed the vehicle was uninsured.

Caal was placed under arrest and is facing multiple charges, including suspicion of driving under the influence, hit-and-run, and related traffic offenses.

A preliminary arraignment is scheduled for July 23, 2026 at 10:00 a.m. before Judge Todd Stephens.
