Man charged with DUI after rear-ending another driver in Upper Dublin and then fleeing, according to police

A Bucks County man is facing multiple charges after police say he fled the scene of a crash in Upper Dublin and was later found to be under the influence, according to police. 

Justin Winter, 44, of Ivyland is facing multiple charges from the incident.

Officers with the Upper Dublin Police Department were called to the intersection of Fitzwatertown and Susquehanna roads around 9:42 p.m. on March 30 for a reported hit-and-run.

Before they arrived, officers from the Abington Police Department had already stopped the suspected vehicle, a black Ford F-250, near Fitzwatertown Road and Lillian Avenue.

The victim told police he was stopped at a red light when his vehicle was struck from behind. After pulling over to assess the damage, the other driver allegedly continued northbound without stopping.

Abington police, who were nearby, checked on the victim and then located the suspected truck a short distance away. The victim later confirmed it was the same vehicle involved in the crash. Both vehicles sustained minor damage.

Upper Dublin officers identified the driver as Winter. According to court documents, officers observed signs of impairment, including slurred speech, bloodshot eyes, and the odor of alcohol.

Police said Winter admitted to drinking alcohol prior to driving and showed signs of impairment during field sobriety testing. He declined a roadside breath test.

During a search, officers also reported finding a small amount of marijuana.

A later blood test showed Winter had a blood alcohol concentration of 0.221, well above Pennsylvania’s legal limit, and also tested positive for THC, according to police.

Winter was taken into custody and now faces charges including DUI, hit-and-run, failure to render aid, marijuana possession, and driving without a valid license.

A preliminary hearing is scheduled for May 15, 2026, at 12:30 p.m. before Judge Douglas H. Lavenberg.
