Man pleads guilty to sexual assault after grooming 15-year-old from Upper Dublin Township, according to report

A Philadelphia man has pleaded guilty in Montgomery County Court to sexually assaulting a teenage girl in Upper Dublin Township, according to a report.

Khyree H. Carter Conix, 32, admitted to a felony charge of involuntary deviate sexual intercourse involving a minor under the age of 16 in connection with a Nov. 8, 2024, incident in Upper Dublin. The victim was 15-years-old at the time of the assault.

Under the terms of a plea agreement, Carter Conix will serve a sentence of five to 20 years in a state correctional institution, followed by three years of probation. If imposed as agreed, the sentence would place him under court supervision for a total of 23 years.

According to court records, Upper Dublin Township Police began investigating the case in December 2024 after learning of sexual contact between Carter Conix and the underage victim. Authorities allege the defendant engaged in grooming behavior over several months prior to the assault.

The assault occurred in Upper Dublin Township, and investigators said another juvenile was present during the incident. Prosecutors argued that the severity of the offense warranted a lengthy state prison sentence to both hold the defendant accountable and protect the community.

Carter Conix was allowed to remain free on bail pending the completion of the sexual offender evaluation. A sentencing hearing is expected later this year, at which time he will be taken into custody.

As part of the plea agreement, Carter Conix will be required to register as a sex offender for life under Pennsylvania’s Sexual Offender Registration and Notification Act. Additional charges will be dismissed at sentencing.

Before the sentence can be formally imposed, Carter Conix must undergo an evaluation by the Pennsylvania Sexual Offenders Assessment Board. The evaluation will determine whether he meets the legal criteria to be designated a sexually violent predator, a classification that carries stricter supervision requirements, mandatory treatment, and community notification upon release.
