Hatboro-Horsham officials outline Simmons Elementary elevator costs, timeline

The Hatboro-Horsham School District is moving forward with a major capital project aimed at improving accessibility and updating its infrastructure within Simmons Elementary School.

At its Feb. 9 school board meeting, officials gave an update on the latest construction project within the district.

The Simmons Elementary elevator replacement project has come in under budget, with the lowest qualified bid submitted by LJ Paolella Construction at $716,818, including base and alternate bids. 

The project includes constructing a new elevator tower at the school’s front entrance, mechanical upgrades, a new sidewalk, and the installation of card access for added security.

Scott Kennedy, a representatives from Integrated Construction Services, gave an update to school board officials.

"The good news is the project is significantly under budget," Kennedy said. 

According to Kennedy, the construction plan includes removing the existing elevators and building two storage rooms in their place.

Multiple contractors have told school board officials that the total timeline would be approximately 24 weeks.

"These are long lead items, so hopefully we are up and running by next school year," Kennedy said.

The administration is recommending that the bid be moved forward for approval at the upcoming legislative action meeting, scheduled for Feb. 23.

"It is the recommendation to award the bid to LJ Paolella, and that decision be moved to the Feb. 23 board meeting," said Bill Stone, HHSD Director of Business Affairs.

Project Schedule

  • Anticipated Award – Feb. 23
  • Notice to Proceed – Feb. 24
  • Contracts, submittals, shop drawings
  • Contractor to order long lead items
  • Mid-March – Mobilization and site work
  • April/May – Elevator shaft and tower construction
  • Summer/Fall 2026 – rough-ins, elevator equipment, flooring, ceiling, finishes, and elevator inspection


District officials noted that the elevator itself is a long-lead item with a 24-week manufacturing timeline, creating a potential scheduling risk.
