The Montgomery County Commissioners announced that 17 projects in the county were awarded Montco 2040 Implementation Grants for 2025. Currently in its tenth year, the program continues to foster innovative applications aimed at implementing the county comprehensive plan, Montco 2040: A Shared Vision. This year, the Montgomery County Planning Commission received 31 applications from 26 municipalities, totaling more than $6 million in requests.

From its inception in 2016 through this year, the program has awarded 157 grants to 54 municipalities totaling nearly $20.8 million. The seventeen projects that received grants in 2025 are highlighted below:

East Greenville Borough

East Greenville plans to improve the largest park in the borough with a new loop trail (975 linear feet), which will connect to ADA-compliant facilities. There will also be refuse and recycling bins, dog refuse stations, picnic tables, benches, and a water fountain, all with ADA-compliant access. The project will also include landscaping improvements that include educational/interpretive signage, increased tree canopy coverage, and a no-mow swale area.

Hatfield Borough and Hatfield Township

Priority Bicycle Routes and Amenities

Montco 2040 Grant Award: $99,948

Hatfield Borough and Hatfield Township plan to install a variety of bicycle facilities. This will include bike racks and fix-it stations at key locations on municipally owned land, wayfinding signage to mark priority bike routes and help cyclists avoid dangerous arterials, and pavement markings to indicate bicycle routes, adding 14 linear miles of bicycling infrastructure.

Jenkintown Borough

Lansdale Borough

Park Trail Improvements

Montco 2040 Grant Award: $250,000

Lower Gwynedd Township

Marion Avenue Culvert Replacement

Montco 2040 Grant Award: $66,471

Lower Gwynedd will replace a driveway bridge with a box culvert. The existing bridge opening is not large enough to convey water flows safely through the culvert and, in turn, water backs up onto Brookside Avenue and causes flooding in the street. The new culvert will be able to safely convey the water and will reduce the frequency and severity of flooding.

Lower Providence Township

Lantern Lane to Audubon Loop Sidewalk Connection

Montco 2040 Grant Award: $150,640

Lower Providence will install a sidewalk on the east side of Pawlings Road between Lantern Lane and Audubon Road. This 450-foot sidewalk will safely connect a community of more than 300 homes to the Audubon Loop Trail and the greater Circuit Trail system.

Lower Salford Township

Briarwyck Park Stream Restoration

Montco 2040 Grant Award: $250,000

Lower Salford will perform stream restoration along 875 linear feet of a tributary of Indian Creek within the township’s Briarwyck Park. The project is being implemented to reduce erosion and improve water quality in the Indian Creek Watershed. Planted riparian buffers along the stream will reduce runoff entering the creek and improve the health and biodiversity of the ecosystem.

New Hanover Township

Wassmer Tract Park

Montco 2040 Grant Award: $250,000

New Hanover will add trails, parking, benches, landscaping, educational signage, and more to the Wassmer Tract. The 2 miles of multipurpose trails will connect residential communities with recreational, institutional, governmental, and commercial hubs in New Hanover Township.

Norristown

Arch Street Greenway

Montco 2040 Grant Award: $100,000

Norristown will continue the Arch Street Greenway Corridor Improvements Project, a six-phase project that focuses on the connection of the Schuylkill River Trail to the Norristown Farm Park Connector. This grant award is for phases 5 and 6 of the project, along Arch Street from East Airy Street to East Oak Street. Planned improvements include stormwater management, trees, textured sidewalks, signage, and more to create a safe and aesthetically pleasing corridor along Arch Street.

North Wales Borough

North Wales Arts and Cultural Center Building Security

Montco 2040 Grant Award: $43,848

North Wales will implement critical security and connectivity upgrades at its new arts and cultural center institutional reuse project. The arts and cultural center will host large concerts and events for the public, provide space for community art and other classes, and provide available space for the community to rent. This project includes the installation of security cameras, keyless entry systems, and upgraded network infrastructure to enhance the safety, accessibility, and functionality of the facility.

Perkiomen Township

Highland-Huber Park Phase I

Montco 2040 Grant Award: $250,000

Perkiomen is creating Highland-Huber Park, a new park that will offer ADA-accessible trails, a dog park, a community garden, an outdoor classroom, a permaculture food forest, a nature-based playground, wetland boardwalks, restrooms, and environmental stewardship improvements for the 34-acre site.

Red Hill Borough

Upper Perkiomen Valley Library Improvements

Montco 2040 Grant Award: $35,196

Red Hill, in partnership with the Upper Perkiomen Valley Library, will make three much-needed improvements to the library building. These improvements include installing motorized blinds to make the space more comfortable for visitors and protect resources from UV damage, replacing outdoor lighting fixtures to improve the visibility/walkability of the pathway and improving the sustainability of library equipment, and installing three automatic door openers, two on exterior doors and one on a vestibule door.

Royersford Borough

Main Street Streetscape Improvements

Montco 2040 Grant Award: $250,000

Royersford plans to enhance walkability, safety, and aesthetics along Main Street between 6th and 7th Avenues. This project will widen Main Street to increase on-street parking for local businesses, install pedestrian-scale lighting, and add brick features to the sidewalk to create an inviting, pedestrian-friendly environment.

Grist Mill Stormwater Basins Modifications

Montco 2040 Grant Award: $250,000

The project is being performed as part of a Multi-Municipal Pollution Reduction Plan (MMPRP) to address the water quality within the Skippack Creek watershed, which is impaired for both nutrients and sediment.

Trappe Borough

Restoring the Speaker's House for the Semiquincentennial Anniversary

Montco 2040 Grant Award: $235,390

Trappe, in partnership with Historic Trappe, aims to complete the restoration of the Speaker’s House, one of Montgomery County’s most significant historic landmarks. Historic Trappe will open the site to the public in April 2026 for the nation’s Semiquincentennial anniversary. This project will restore and transform the home of Frederick Muhlenberg, first Speaker of the United States House of Representatives, into a vibrant heritage tourism destination for the benefit of the local community.

This includes the installation of ADA curb ramps with bus shelter and landing area for bus patrons, a continental-style crosswalk, and a concrete median island with ADA curb ramps to provide pedestrian refuge.

About Montco 2040

The Montco 2040 grant program assists municipalities in making targeted physical improvements that achieve real progress toward the goals of the plan and its themes of Connected Communities, Sustainable Places, and Vibrant Economy. Projects are evaluated in terms of impact, equity, county and local planning consistency, project readiness, and funding attributes by a committee consisting of Montgomery County Planning Commission Board Members and interdepartmental county staff. Projects are also given priority consideration when addressing one of three focus categories, with an expanded scope for 2025:  Transportation and Mobility Improvements – Roads, Trails, Paths, Sidewalk Connections, and Bike Facilities; Support Downtowns and Community Destinations; and Adaptation and Resiliency. The county continues to address equity concerns through this program, encouraging municipalities to incorporate equitable practices into their project either through implementation/public engagement and participation.
