The Upper Dublin Township Police said that, following an extensive investigation, the fraudulent use of a township woman’s credit card has been traced back to one actor.
According to the police criminal complaint, the Upper Dublin police were dispatched to the home of a Dresher resident around 4:29 p.m. on Sept. 3, 2024 for the report of fraudulent activity. They met a woman there who said that, on Aug. 31, she’d checked her Macy’s credit card statement and saw several unauthorized online purchases that had been charged to her card, police said. Additionally, she said that a Pennsylvania driver’s license update card was sent to her home with the name Drakkar Dallas Rolland Duncan on it, but her address, police said.
After investigating, police said that a total of ten fraudulent orders had been placed for an amount of $3,879.96. Seven of the orders were canceled prior to shipping due to suspected fraud, said the police criminal complaint. However, others were delivered to both the woman’s home and a Bala Cynwyd address.
Continuing an investigation via a search warrant to FedEx, the police said that they were given video surveillance footage from a Fort Washington location that showed Drakkar Dallas R. Duncan, 26, of the 5400 block of Webster Street in Philadelphia, walking into the location and taking possession of the package. Additionally, a phone owned and operated by Duncan also hit off Fort Washington towers around the time of the pick-up, a T-Mobile search warrant revealed, placing Duncan near the vicinity.
Ring camera footage also obtained by the police showed that two packages delivered on Aug. 16 to the victim’s home were picked up by a man matching Duncan’s driver’s license image just 36 minutes after the delivery, police said. The criminal complaint states that the man “walks onto the victim’s front porch taking possession of both Macy’s packages and runs to a white car parked at the end of the street.”
Duncan is charged with felony counts of accessing a device issued to another, identity theft, theft by deception or false impression, theft by taking a moveable object, tampering with public records, and criminal use of a communication facility, in addition to misdemeanor counts of receiving stolen property and theft of mail by unlawful taking.
Duncan was released on a bond signature. He is scheduled for a preliminary hearing on Feb. 7 at 12:30 p.m. before Magisterial District Judge Douglas H. Lavenberg.
