Montgomery County DA offers $5K reward for information on a fatal shooting Feb. 13

A driver shot and left for dead behind the wheel has Norristown police, county DA seeking more information.

Montgomery County District Attorney Kevin R. Steele and Norristown Acting Police Chief James Angelucci announce a homicide at 8:52 p.m., Thursday, Feb. 13, 2025, in the 800 block of George Street in Norristown that left 27-year-old Cesar Flores-Diaz dead of multiple gunshot wounds to the head.

Just before 9 p.m., Norristown Police were dispatched to the 800 block of George Street in Norristown for a report of shots fired. First arriving officers found a running white Volkswagen CC on the west side of George Street, with its headlights on. The vehicle’s driver, later identified as Flores-Diaz, was obviously deceased with several gunshot wounds to his head.

A joint homicide investigation by Norristown Police and the Montgomery County Detectives located surveillance video, which showed that Flores-Diaz was parking his vehicle outside of his residence when a single gunman ran across the street to the driver’s side window and fired multiple shots. The video shows that the shooter walked to the area and waited in a stairwell for approximately five minutes before Flores-Diaz arrived in his vehicle. After the shooting, the shooter fled on foot, running north on George Street.

A video of the shooting has been released, and police are seeking the public’s assistance in identifying the suspect. A reward of $5,000 is being offered for information leading to the identification and arrest of the male shooter, who is wearing a unique blue backpack and has a distinctive gait.
